En relación con Suriname, la Comisión recibió información de que el gobierno de coalición del Presidente Desi Bouterse ha presentado al Parlamento de Suriname un proyecto de ley que busca dejar en la impunidad las violaciones a los derechos humanos de la era militar (1982-1992). Este proyecto busca eliminar la excepción contenida en la Ley de Amnistía de 1992, que aplica a los crímenes de lesa humanidad y a los crímenes de guerra. Iniciativas de esta naturaleza obstaculizarían el cumplimiento de casos ya decididos por el sistema interamericano, incluido el caso de la Masacre de Moiwana, entre otros. La Comisión recuerda la incompatibilidad de las leyes de amnistía relacionadas con violaciones graves de derechos humanos con las obligaciones internacionales en materia de derechos humanos, ya que impiden a los Estados investigar y castigar a los responsables.
Translation:
It roughly says that the IACHR has received info that the coalition government of President Bouterse has presented a draft law to parliament that seeks to establish impunity of violations of human rights in the military era. This law seeks to eliminate the exception in the 1992 Amnesty Law that applies to crimes against humanity and war crimes. This initiative creates an obstacle to compliance with cases already decided by the inter-american system, including the Moiwana Village case, among others. The Inter American Commssion recalls the incompatibility of amnesty laws for grave violations of human rights with international human rights obligations, which require the state to investigate them and punish those responsible
